with moving stuff on the main desktop screen??

1. Yes, I have one with a christmas tree and twinkling lights.
2. You can use a web page as a desktop background, but I gotta say that kind of thing will drive you nuts - it's not going to be easy to look at the screen and find what you want to do it you keep looking at moving icons and the like. Design wise, it's about the worst idea you could have.
3. Yes - If you have Microsoft Windows Vista, you can get an update called 'Dreamscene' which lets you play videos as your desktop background.
