Windows not showing screensavers?

Im running Windows Vista Ultimate here, and for some reason, no matter what the settings are, the screensaver will never come up! I even turned off all the power saving options and everything, waited the time I set and it didn't come up! What am I doing wrong here, does the Windows Sidebar have to do with anything? thanks

1. I've experienced this with sidebar as well as if Outlook is running. For some reason windows sees the send/receive operation as user activity and will exit the screen saver. Sidebar interrupts the screen saver if showing the slide show. When not using the slide show my screen saver works just fine.
