  1. Assuming you have a tank then you should know this by now, which in turn leads me to question if you've actually done enough research into fishkeeping. Regular, weekly water changes should be carried out along with water tests for pH, ammonia, nitrite and nitrate. Every 2-3 weeks the biological media (usually the sponges or ceramic rings/balls) should be removed and rinsed in some old aquarium water. Do NOT rinse the biological media under the tap, as the chlorine will more or less eradicate the bacteria colonizing it, plunging your tank back into the cycling process and as a consequence, killing your fish. I would take a look at the following: http://www.theaquariumwiki.com http://www.practicalfishkeeping.co.uk
  2. As the water evaporates, leaving behind is not necessarily healthy and gradually changes the status of water in its latest weekly water change. While you're beating with de chlorinated water with a pH balance and temperature very close to what is in the tank, you are helping to do no harm, because it helps maintain a healthy environment and constant. Yes, you are adding more minerals, but much more water than if you just allow evaporation. The fact of the matter is really not as big of a deal in most cases home use. His condition of water properly and you're good to go.
