What is the program called on my computer that allows me to setup screensavers and desktoop wallpaper?

Someone deleted it and I want to know can I get it back. Probably my kids. I've already tried the right click on an empty spot on your desktop then go to properties. All I have is blank blue or silver screens to choose from. In control panel the spot where it used to be is blank.

1. system properties look in there. right click on desk top - properties
2. Right click on your desktop, properties, then click on desktop or screensaver tab
3. That is part of Windows, and it is called "Display Properties". To get there: Right click on a blank part of your desktop screen (not on an icon) scroll down the menu to properties and left click there there it is for you......
